2025 RENEWABLE PORTFOLIO STANDARD (RPS) COMPLIANCE REPORT
Why is this report being issued now? (ORS 469A.170)
Oregon law requires all electric utilities to use a certain amount of renewable energy. While this law began in 2007, 2025 is the first year that smaller cooperatives like ours are required to officially report our results. This timeline was built into the law to give smaller utilities more time to plan and protect members from unnecessary cost increases.
Our 2025 Goal (ORS 469A.055)
The state set a target for us to show that 5% of our power comes from qualifying renewable sources. However, Oregon law includes a specific protection for cooperatives that buy their power from the Bonneville Power Administration (BPA). Under this protection, the state does not require us to buy extra "renewable credits" if doing so would force us to give up the low-cost federal power we already receive.

How we complied with this in 2025
We met 100% of our state requirements by using our existing contract for Tier 1 federal power from BPA. Under Oregon law (ORS 469A.060(3)), our cooperative is exempt from buying additional renewable energy because our current supply from the federal system is already our most cost-effective resource.
By using this approach, we fulfilled our state obligations without incurring extra costs for our members. Our focus remains on utilizing the federal resources, to provide reliable, primarily carbon-free hydroelectric power at the lowest possible cost.
