Judge Simon's preliminary injunction requires increased water spill at Columbia and Snake River dams. A decision that carries real consequences for Oregon ratepayers. Preliminary estimates point to a 6% wholesale rate increase almost immediately, and when combined with other recent cost increases, our members could be looking at roughly 17% more year over year. Governor Kotek described this as "modest." We respectfully disagree.
The dams of the Columbia River System aren't just an energy source, they're the most reliable, carbon-free backbone of electricity in the Pacific Northwest. During recent extreme weather events, BPA came dangerously close to issuing rolling blackouts. Reducing operational flexibility without a clear replacement plan doesn't just threaten affordability, it threatens the lights staying on.
We've long supported salmon recovery, and we believe it can and must coexist with hydropower. But decisions of this magnitude require collaboration, not court mandates.
